MANAGEMENT AND STAFF, MEMBERS OF THE MEDIA FRATENITY LADIES AND GENTLEMEN.

Ladies and gentlemen, I am greatly honoured to address you at this very important occasion, the launch of the Mayoral 100 Day Plan. For those who follow literature on leadership, you may appreciate that the first hundred days is a standard of excellence by the Presidency, Executive or a Council to set out the right strategic priorities and focus. Some may refer to them as quick wins which are high impact projects which can transform the lives of citizens within a very short period and in this case 100 days.

Ladies and gentlemen the City is seized with the cholera outbreak and all efforts are being made to address the key drivers of this pandemic especially the water and sanitation issues. Let me assure you that one of the major priorities of this Council is the supply of adequate safe water to the residents of Harare and mega projects will be rolled out in this regard. Secondly the issue of waste water management is a key area where we expect huge capital outlay for the infrastructure. In the area of waste management we had already begun the recapitalisation drive and more sustained efforts will be made to ensure the optimum use of the available resources and the implementation of a robust repair and maintenance plan.

Having said that, allow me to extend my sincere gratitude to the government and all development partners who have come on board to assist in dealing with the cholera outbreak. To the families who lost their loved ones to the disease our deepest condolences. We are going to make sure that we put in place mechanisms to avert the recurrence of the disease. You might have noticed that from this 100 day plan the WASH sector is not adequately covered. This is because these are on the Town Clerk’s dashboard and daily reports on progress made in addressing sticky issues are being submitted. Secondly these issues will go well beyond the 100 day plan but we are looking at a sustainable solution to deal with the current crisis. It was prudent for me to address the cholera issue.

Ladies and gentlemen turning to the launch of the Mayoral 100 day plan, this Council is using this initiative to articulate the right strategic priorities. Thematic working groups which will be implementing the goals have been set up. The goals are covering roads, water, capturing of Hopley properties and general beautification of the City. A plan for measuring goals and tracking success has been put in place. The teams will be reporting weekly to a monitoring and evaluation committee.

Ladies and gentlemen this is a policy direction and it is expected that the teams hit the ground running and ensure that when we have a mid-term review tangible results will be reported. As Council we believe that when there is a policy direction, it must be followed religiously so that all our activities are in sync, moving in the same direction towards the development of the City.

Ladies and gentlemen, a programme of this nature presents us with an opportunity to engage in introspective reflection to engender performance in our local authority. This launch could not have come at a more opportune moment as the country is undergoing public sector reforms and modernisation to improve service delivery.

Let me assure you that my Council and other stakeholders are anxious to see the success of the Mayoral 100 Day Plan. To the Team Leaders and Team members I urge you to capitalize on the experience of the other stakeholders and implement reforms in service delivery which should have a significant positive knock-on effect on the lives of the residents of Harare.

Harare, as the Capital City should show the strategic leadership so that other local authorities can also tap into the knowledge and vast experience of our teams which have been implementing the Rapid Results Initiative.

Ladies and gentleman this critical program demands total commitment and diligence, Acting Town Clerk we will not tolerate failure on this. In other sectors the approach has produced good results and we will measure you against your own initiative. Resources should be marshalled towards improving service delivery. This dispensation demands action and peak performance. I take this launch as a key milestone in the roadmap towards improving service delivery and operational efficiency within the City of Harare.

With these few remarks, ladies and gentlemen, I officially launch the Mayoral 100 day plan for the City of Harare and wish the Thematic Working Groups success in this programme.
