Position Overview
Direct financial control, municipal billing reconciliations, revenue enforcement strategies, and treasury audit operations.
Job Purpose
To lead the Treasury and Revenue operations of the City of Harare, ensuring effective financial control, accurate ratepayer accounting, and optimal revenue collection to support municipal service delivery.
Key Duties
- Formulate and execute municipal revenue enhancement policies.
- Supervise billing systems, ratepayer ledger reconciliations, and debt collection frameworks.
- Prepare quarterly and annual municipal financial statements in compliance with IPSAS.
- Coordinate internal and external audit processes.
Minimum Requirements
- Degree in Accounting, Finance, or ACCA / CIMA / CA(Z) qualification.
- Registered Public Accountant (PAAB) status preferred.
- At least 5 years post-qualification experience in public sector finance or treasury management.
