The Harare Junior City Council is an official civic leadership body that mirrors the senior Executive Council of Harare. Composed of elected student representatives from high schools across all 45 municipal wards, the Junior Council acts as a direct link between young citizens and the municipal government.
Junior Councillors participate in mock council debates in the official Town House chamber, organize community outreach campaigns, advocate for student rights, and spearhead youth environmental initiatives across Zimbabwe's capital.

Civic Debate & Governance
Holding official chamber debates at Town House to discuss municipal youth policies and municipal budgets.
Green Harare Initiative
Leading school tree-planting drives, waste separation awareness, and neighborhood clean-up events.
Charity & Welfare Outreach
Coordinating sanitary wear drives, stationery donations, and support for vulnerable children's homes.
Student Advocacy
Presenting youth recommendations directly to the Executive Mayor, Town Clerk, and City Directors.
Junior Council Leadership Roster
The Junior Council operates under a structured model identical to the senior Harare City Council. Key positions are elected annually by student delegates:
Junior Executive Mayor
Presides over Junior Council chamber sessions, delivers the annual Youth Address, and represents Harare's youth at official civic events alongside the Senior Mayor.
Junior Deputy Mayor & Junior Town Clerk
Manages internal administration, coordinates committee reports, records chamber minutes, and assists the Junior Mayor in executive duties.
Junior Ward Councillors (Wards 1 – 45)
Elected student representatives from high schools in each municipal ward, serving as local liaisons between student bodies and the Junior Council.
School Nomination
Annual Junior Council elections take place at the start of the academic year across secondary schools in Harare.
Eligibility Criteria
- Form 3 or Form 5 student
- Strong academic standing
- Demonstrated leadership skills
- School Headmaster nomination
Flagship Youth Projects
500 Tree Planting Campaign
Junior Councillors led a city-wide greening drive planting 500 indigenous trees across 10 secondary schools.
High-Density Clean-Up Drive
Organized youth sanitation awareness and waste-sorting workshops in Mbare, Highfield, and Mabvuku.
Annual Sanitary Wear Drive
Distributed over 2,000 sanitary hygiene packs to underprivileged female students across municipal schools.
